What happens to a person who rips up their ticket up and throws it away issued by a meter maid?

I don't live in a big city, so I was wondering if a citizen refuses to take a ticket for parking illegally or whatever the ticket was issued for by the meter maid, what are the consequences? I watch that show All Worked Up on Tru Tv, a show about reposessing vehicles, a court summoner, and about a lady who is a meter maid, and I see some people acting really crazy towards the meter maid, and some of the people just rip their ticket in half. I know it's a television show, and they over dramatize everything, but I am sure people have gotten angry and ripped up their ticket. What happens to those people who drive off and just ignore their ticket? How is the court going to know this? Does the meter maid take down their license plate number? What happens if the meter maid doesn't have a chance to write down the vehicle's license plate number? Any info will be helpful.
